SDX Sites

The CMS platform that runs three Czech security institutions from one foundation.

SDX Sites replaced a sixteen-year-old editorial system across the Ministry of the Interior, the Police of the Czech Republic, and the Fire Rescue Service. Built on the official gov.cz Design System, open-source-friendly, and free of vendor lock-in — for roughly 700 active editors who publish every day.

Three institutions, one shared platform

Ministry of the Interior

A small core team publishes for the entire portfolio and administers the shared platform — one system, three institutional identities.

Police of the Czech Republic

Roughly 600 active editors (around 1,300 in total) manage content across regional directorates, departments, and agendas with branch-level permissions.

Fire Rescue Service

Around 100 editors maintain national and regional content on the same trusted tree structure and editorial workflow.

Sixteen years of legacy, three institutions, one mandate to modernise

For sixteen years, the web presence of the Ministry of the Interior, the Police of the Czech Republic, and the Fire Rescue Service ran on an ageing proprietary editorial system. It tied three of the country's key security institutions to a single vendor, it could not keep pace with modern accessibility and security obligations, and every change meant negotiating with the technology rather than the content.

The procurement set clear, non-negotiable conditions: no vendor lock-in, an open-source-friendly and sustainable technology stack, and full alignment with the official gov.cz Design System. As an EU-funded project under NextGenerationEU and the Czech National Recovery Plan, it also had to stand up to public scrutiny — delivered, accessible, and auditable.

SDX Sites answers all three at once. One platform serves all three institutions while preserving each one's distinct identity and org structure. Editors keep the tree-structured, Explorer-like model they have trusted for years, while the Ministry gains modern architecture, granular control, and an open-source-friendly technology base on the official gov.cz Design System — that the state genuinely owns.

Tree-structured content

Content is organised in a tree that mirrors each institution's org structure — the familiar, Explorer-like model editors have trusted for years.

Branch-level permissions

Assign rights to whole sections or to individual paths and branches of the tree. Every editor sees exactly what they should — nothing more.

URL-safe moves and copies

Move or copy articles freely across the tree without breaking URLs. Old and new addresses keep working — no dead links, SEO preserved.

Templates and parameters

Reusable content types with structured parameters — name, perex, authorship — that automatically power list views and search.

Admin dashboard with audit

A full overview of every user's permissions, an auditable activity history per user, and the ability to take over another editor's work — including drafts in progress.

Newsletter module

Build newsletters from existing articles, segment recipients statically or dynamically, personalise content, and track opens and clicks — all GDPR-compliant.

Official notice board

A dedicated úřední deska module with bulk publishing of documents — meeting the legal duties of a public authority by design.

Identity and security

IAM and Azure AD (Entra ID) integration, 2FA, and OAuth, with GDPR, NIS2, and ISO 27001 aligned controls throughout.

Modern, sovereign architecture

SDX Sites organises everything in a tree that mirrors each institution's real org structure. It is the Explorer-like model editors already understand, so onboarding is fast and mistakes are rare. On top of it sits a granular permission system that maps cleanly onto how government actually works.

SDX Sites is built on a modular, API-first microservices architecture, containerized on Kubernetes and deployable on-premises or in the cloud. It runs across multiple environments (Dev / Test / Stage / Prod) and spans two data centers with disaster recovery, failover, load balancing, and dynamic auto-scaling — ready for traffic spikes and resilient to the standard of a significant information system. It is built on the official gov.cz Design System and a modern, open-source-friendly stack — no vendor lock-in, with security and accessibility verified automatically in every release.
